The 21st, 22nd and 23rd Tenkaichi Budoukai took place during the original Dragon Ball time line. Goku was a child in the 21st and 22nd Budoukai. By the 23rd Budoukai he was an adult. Jackie Chun, from the 21st and 22nd Budoukai, was actually Kamesenin (Master Roshi) in disguise. Shen, from the 23rd Budoukai, was Kami Sama in disguise. Goku engaged with Chi Chi in the 23rd Budoukai.

We never get to see the 24th, 26th and 27th Tenkaichi Budoukai but we learn from other sources in the story that Mr. Buu always lets Mr. Satan win. You didn't really think Satan could win by himself, did you? The 25th Budoukai was a bit of a mess. There were originally a series of preliminary finals. As the story progresses more than half of the competitors left the tournament and they were disqualified.

The remaining five competitors made up the Battle Royal; whereby the last one in a "free for all battle" left standing will be declared the winner. Earlier on we learn that Mighty Mask was actually Trunks and Goten in disguise. They were caught and disqualified.
Android #18 and Mr. Satan were the last 2 competitors left on the stage. Android #18 could had easily defeated Mr. Satan but she offered a deal where she promised to let Mr. Satan win in exchange for a large sum of money. Mr. Satan agreed and Android #18 threw herself off the stage, making it look like she was knocked out by Satan's punch.

The 28th Budoukai is the last of Dragon Ball Z. Near the beginning we are introduced to Ubuu, who was fighting in the Elimination Rounds. Mr. Buu comments to Goku that Ubuu is a talented fighter. For those who didn't know: Ubuu is the reincarnation of Majin Buu - made possible by the Dragon Balls.

During the tournament, Goku teases Ubuu and tries to make him angry. Goku's true aim was to make Ubuu realise his inner powers and learn to use them. Goku succeeded and decided to take Ubuu with him to train in Kami Sama's Palace. They left and were both disqualified from the tournament.

Vegeta didn't turn up to the Semi Finals because he only wanted to fight against Goku, not anyone else. In the end, Mr. Buu  lets Mr. Satan win again and the two of them go off eating chips and drinking coke after the presentations were held.
